He said it aprox. 2000 y. ago. and we are sure some other wise people said even 2000 y. before him. And many others said it after. Only few decades ago J. Lennon said "WAR IS OVER (if U want it), which also means that RIGHT NOW (1970s!!!) we can achieve wordwide peace. But most of us didn't want it, not for real. Those who lived in peace wanted success, those who lived in war, wanted revenge; in both cases we don't act with whole heart to change our violent reality. 

Who can argue that humanity goes towards unity, becoming closer & closer (Global Village) and respecting human rights more than ever before? Some even respect animal rights. Unbelievable. Compassion is the next logical step. It's not if, but When? May be not now, may be next century, but who doesn't want Peace?
